After weeks of bothering you guys with questions I'm finally ready to build my new rig tonight but of course I still have some questions. I'm reusing my old case in my new build. After I take everything out of the case would it be okay to use a vacuum to suck out the dust? Or would that create a major static problem that would be hard to deal with? I can't think of why it would be an issue but it doesn't hurt to double check.

Vacuuming the case won't cause an issue. If any static does build up from vacuuming the case, the next time you touch the case the static will discharge. If you are really worried about static, go to WalMart and buy some canned air.

You can certainly vacuum it then get rid of any static charge. It's a good idea to ground it before building anyway. One way to do that is to grab it while wearing an antistatic wrist strap.
