I'd go with the second build. The difference in those cpus is much bigger than the difference in the video cards.

(and if you're trying to stick to a budget I'd also recommend going for a cheaper brand of ram, corsair vengeance is usually pretty overpriced for a piece of black plastic stuck to your ram)
