Lets say everyone In the top 10 goes 70/70 in timeline battle, what ranks people over each other considering no one in top 10 really uses the recommendations?

If you reroll (for gold) your opponent, the amount of points you can gain for a win goes UP and the amount of points you lose for a loss goes DOWN. If you constantly optimize for the highest points, you can get much higher point totals.

Also, you can buy more entries with crystals after you finish the 10 per day. Everyone in the top tiers is running more than 80 per week (you get 2 runs on Thursdays per week).

There's also the bonus points for using the recommended heroes. I don't know how often that helps since you still need to win those matches.

The accumulated score over the week. The point is: Nobody in the top 10 uses just 70 entries. I'm pretty sure even the top 100 doesn't use just that.

What I’m saying is why do I have 1k points but I have 20/20 wins so far and the people in first place have 2k points with 20/20 so far

Something doesn't add up... You start with 1k points. They refresh their entries. Paying crystals. So they get more points. As of right now, the first place in Vibranium entries are 50W 9L.

You get higher points by rerolling your enemies. Some spend crystals to get more battles. And more battles = more points.
